This error occurs when the student has already been reported to TCSI as being enrolled in the course and where a course outcome has not been reported against the already existing course enrolment record.
The most common scenario for this is when more than one base course record shares the same value for HEIMS Course Code (E307). For example, when a course has been updated with a new course structure or course plan, and the student has been internally transferred from one base course and into the other.
To prevent this error entirely, ensure that base course records are given a unique value for the field HEIMS Course Code (E307), which results in a unique Course Resource Key (UID5).
Where the duplicate course enrolment has already been created within Paradigm, then the appropriate error is to inform the government about the internal course transfer by reporting an appropriate value for HEIMS Course Outcome Identifier (E599). This is normally done by setting an appropriate course enrolment status. Care must be made to ensure that the correct course enrolment is being updated. The E599 value must be reported against the course that was created first in chronological order from the perspective of TCSI reporting.
