Inconsistent Year of Arrival in Australia (E347)/Country of Birth Code (E346) combination
It is likely that the TCSI Data Entry Portal has a value of 9999 for either or both of these two fields. This was an allowable value for the fields during the early migration to TCSI but it is no longer an allowed value.

After making sure that the two fields mentioned above are consistent or even if the two fields are already showing the correct value - attempt to resubmit the student details by saving the record again in Paradigm.
If the error persists, login directly to the TCSI Data Entry Portal and clear the two fields by setting the fields to blank within TCSI Data Entry. Once done, you can should then return to Paradigm and attempt to submit the record again.
